Build vendor toybox unconditionally. Always build vendor toybox irrespective of whether PRODUCT_FULL_TREBLE is enabled or not, as even on Non-Full treble builds this can be used in vendor scripts. Change-Id: I91d0fc9be198d95d82530a3b1e21c4463d9398dd
