CCodec: support legacy bitrate change behavior ACodec used to ignore "video-bitrate" for initial config and "bitrate" for on-demand bitrate change. Let CCodec behave the same way. Bug: 121047280 Test: manual Change-Id: Ief9cbb3e26f888c577d416d2887eb615f80f3dd0
