Change Vorbis default format Change Vorbis decoder default output format to mono 48kHz, and only signal a port settings change if the format actually changes. This reduces buffer allocations for the common case. Bug: 38031165 Test: manual Change-Id: I3488b151838c0072acfe07e1258b48a41aa6d510
