Add a11y, hover support to rotate suggestion button Tweaks timeouts from volume dialog for a11y and hover. Repurposes volume dialog code to detect when a11y feedback services are active. New content description needs to be localized. Also includes some related cleanup. Test: a11y manual by toggling service, hover manual with usb mouse Change-Id: Ife12c74910c1658e06e75a4baf393a56568e985b
