Migrate some Suggestions related classes to SettingsLib(I). Copy classes to SettingsLib from Settings so the code can be shared with TvSettings. Test: mmma SettingsLib/tests/robotests Change-Id: If2d7db9d998af9d262a5e225c3b7a5cacb053542
