De-flaking alarm manager unit tests Tests depending on the alarm thread to finish execution were flaky with polling-wait as they took more time on emulator targets. Test: atest FrameworksMockingServicesTests:AlarmManagerServiceTest Bug: 111454659 Change-Id: I2ed4fee606f9519ca4f8bd709fae9ee2be59fff0
