Capitalize Eszett in German keyboards Currently, caps lock will not have any effect on Eszett; this change will allow German keyboard users to insert that character by using the Caps Lock key. Test: Flashed on device Bug: 325420414 Flag: NA Change-Id: I56ac4c5a3804b59d322c745907732f973e0aaca5
