Ensure to bind rootview when flag on. LayoutChangeListener is added when we bind rootview. Do not exclude this code path when the LAZY_INFLATE_KEYGUARD flag is on. Fixes: 298478867 Test: turn on keyguard Change-Id: Ia2ff5f558313b6a8ccbfddc1c3c196bd44dacd26
