11/n: Finish remainder of IFingerprint implementation With the exception of invalidateAuthenticatorId, all IFingerprint plumbing should be ready for testing. Updates RemovalConsumer#onRemoved to allow nullable identifiers, since enrollmentId=0 is now valid from the HAL.
