DeviceUtils: Improve ringer modes - Ensure that when the phone is set to silent that is really on silent and doesn't vibrate when you receive a phone call. - Make sure it doesn't get in the way of DND rules too. Change-Id: I8da713d0afaabcd625aa3a56cc22f503dd6f2309
