Provide default no-op implementation in PackageListObserver Not all observers are interested in all events. This change should make the API for ergonomic. One of the methods already has it actually. Make the other two the same. Test: m Change-Id: I00bc13d521a7bd4b266a1ca43f0d5c57bc06c09b
