Adjusts the formula for minimum X velocity. In manual testing, this was a good enough estimate that springing to the destination at the end was imperceptible. Fixes: 126724216 Test: Manually tested various destination points/fling velocities. Change-Id: I452911ea421586943adf618889ea7dd2643e1eeb
