Log atom for device orientation change
To let other metrics use slice_by_state with the orientation info.

Flag: EXEMPT add log
Test: adb shell cmd stats print-logs
adb logcat | grep statsd | grep "(906)"
Rotate device to landscape and portrait. The log will contain
(906)0x10000->2[I][EXCLUSIVE]
(906)0x10000->1[I][EXCLUSIVE]
