ActivityManagerConstants: enable skipping MCP kills until BOOT_COMPLETE Delaying MCP kills seems good overall, so enable it by default with a ten minute timeout. Test: TH bug: 222365734 Change-Id: I0822b182e6a0e736b22ca944f9e4be8514fd8c7d
