Add AccountManager key rotation awareness. Replace checkSignatures() calls in AccountManager with a new, rotation-aware call to PackageManagerInternal. Also add a new AUTH cert capability to reflect the distinction between these permissions and others. Bug: 77651077 Test: Builds.
