Force layoutInDisplayCutoutMode to be always for edge-to-edge If a window is forced to go edge-to-edge and fills the display, its layoutInDisplayCutoutMode will be forced to be LAYOUT_IN_DISPLAY_CUTOUT_MODE_ALWAYS.
