Change PerfettoProtoLogImpl to drop data when the buffer is full instead of stalling and aborting. This is to avoid the situation where the buffer is full and the process is stalled, which can lead to a process crash. Change-Id: I16d63c2762302bcc4810694c1365f12289ec3033
