Ensure size compat insets created for visible activity. It's possible that resolveOverrideConfiguration was called before mVisibleRequested became true and mCompatDisplayInsets may not have been created so ensure that they are created in ensureActivityConfiguration where layout update maybe skipped if configuration is unchanged.
