Fix a couple of entries in network restrictions table. With Data saver off and Battery saver on, only Batter saver allowlist will decide whether an app can access network or not. If an app is allowlisted, it would be allowed network access. Otherwise, it would not be allowed network access. Bug: 302172152 Test: n/a Change-Id: I4044c7ea5d8294f93294f3071b56ff278a18c2e9
