Enable escrow tokens on automotive builds. Cars head units are protected by physical security mechanisms (doors, locks) so enable escrow tokens on them. Bug:33458687 Test: Verified using test trust agent in packages/services/Car Change-Id: Ic7974a64192cd6d28fec67fe54025efe84cc50fc
