[VRR] Add new frame rate settings APIs to ViewGruop setPropagatedRequestedFrameRate: set frame rate on a ViewGruop and propagate the frame rate value to all its children. setRequestedFrameRate: set frame rate on a ViewGroup, but it won't propagate to its children.
