[4/n] Implement restart confirmation dialog
Implements a confirmation dialog explaining the user
how the restart button works when an app is in Size
Compat Mode.

Test: Manual using `adb shell dumpsys activity service
SystemUIService WMShell compatui restartDialogEnabled 1`
Run `atest WMShellUnitTests:RestartDialogLayoutTest
