Convert java hwbinder mk -> bp. This library is used to avoid a circular dependency between frameworks.jar and HIDL hal definition libs. It is not installed on the device. Bug: 33420795 Test: m -j hwbinder and things it depends on Change-Id: I44cc670383f80275026ea892151524599b713087
