Turn off extcon event observing. selinux policy is causing boot tests to fail. b/124364409 will update the policy and revert this change. Test: m service.core Bug: 124345897, 124364409 Change-Id: Icc544e9c20dc03fd9595e4668a200fa4b5601b49
