Wifi : Set default value to number of selective channel scans Framework uses config_max_initial_scans_on_selective_channels parameter to configure number of partial SCANs when Wifi is turned ON. Set the default value to zero. Change-Id: I2245f6bbd1e56c313c9e6f43e7af459657b457d4 CRs-Fixed: 1101375
