Add CAPABILITY_EMERGENCY_PREFERRED in PhoneAccount Allow Telephony to mark a SIM PhoneAccount as emergency preferred, meaning that Telecom will override a user's PhoneAccount preference for emergency calls if the PhoneAccount has the CAPABILITY_EMERGENCY_PREFERRED capability.
