Listen for EXTRA_PRESENT changes ACTION_BATTERY_CHANGED can pass a boolean EXTRA_PRESENT which would alert listeners that a battery may or may not be present. SystemUI now wants to show an error battery state instead of a potentially misleading status in this situation.
