Enable running-task callbacks for Desktop Windowing. - Enable RecentTasksListener (sending updates from Shell to Launcher) if Desktop Mode and Flag.enableDesktopWindowingTaskbarRunningApps are enabled. - Add a method onRunningTaskChanged(RunningTaskInfo) to RecentTasksListener to be able to update the Taskbar when a Task changes windowing mode.
