Add parameter to ViewHierarchyAnimator to turn off all children at once. This makes it less verbose for callers that want to disable all of them indiscriminately. Bug: 296907535 Test: Unit tests included. Change-Id: Ia204d3b87b46cbf3ebce2ad779671de444e5aedb
