Grant 'recents' SYSTEM_APPLICATION_OVERLAY .. and update the documentation to point to the correct api. It is now a method rather than a flag. Test: atest PermissionPolicyTest Bug: 169054709 Change-Id: I0700f51d76abdd9f2227b043319400fbd0d44df5
