Fix bug in calling opChanged on suspend We were not calling watchers for OP_CAMERA and OP_RECORD_AUDIO. Added tests that would fail without this change. Test: atest com.android.server.pm.SuspendPackagesTest Bug: 138812647 Change-Id: I5d772fc264f5384de5a764192ea18cdab73f169b
