Aggressive Battery: Improve value substitution

Changes to Aggressive Idle:
- Add wait for unlock
- Substitute values rather than constant division
- Exit wrapper function earlier if possible
- Ensure that stationary motion state is reached

Changes to Aggressive Standby:
- Increase weight to 5
