Update app handle to be idenitified by Switch Access & Talkback Now there is a status bar input layer above the status bar, it can be used to fulfil the a11y needs necessary to access the app handle view below the status bar Bug: 328727022 Bug: 328726650 Flag: EXEMPT bugfix Test: manual testing will talkback & switch access Change-Id: I9e607270b727570be69cbcb8b70073e92e7ec5be
