Prevent initializing binder from LoadedApk when we can. LoadedApk can be used in zygote context, where we don't want to intialize binder. Bug: 111434506 Test: /d/binder/proc/<zygote pid> doesn't show binder state Change-Id: Ibd04d9b1923eafcea5475ebaf053cd78ca8d08e9
