Enable predictShowStartingSurface by default. Use snapshot or splashscreen surface for predictive back opening target. Bug: 268563842 Flag: ACONFIG com.android.window.flags.activity_snapshot_by_default Test: Verify opening target will show with windowless surface. Change-Id: I465365547487a8a82d7efa8c06ea032808de3d35
