WifiNetworkSuggestion: Allow apps to provide granular suggestions Allow apps to provide suggestions at the BSSID level for more fine grained control. Also, a) Added some more documentation for WifiNetworkConfigBuilder#buildNetworkSuggestion. b) Added a missing match-none bssid pattern to validate.
