Update TRANSIT_FIRST_CUSTOM to ensure custom transit values don't change Leave some space to add new non-custom transit modes, so that we do not have to update that value which would lead to all custom transit modes changing value which breaks backwards compatibility when loading transition traces in winscope Bug: 278721603 Test: NA Change-Id: Ibec36dc1c5b754e54cb846ed878ba5e5a2152e26
