Make pm#resolveIntent resolve non-exported components Revert to the existing behavior to prevent app compat breakages. It is also acceptable for PMS APIs to ignore component export status as export and permissions checks are supposed to be handled by AMS. See the pm#queryXXXIntent APIs for an example.
