Fix pushing the activity manager states down to power manager. Use the correct PowerManagerInternal instance to let PMS aware of the state changes, the original one is always empty. Bug: 299944853 Test: atest MockingOomAdjusterTests Change-Id: Iceaee1e175b7dd4ad4c9968496e62eaa28d067a2
