Implement setAlwaysOn to IVibratorManagerService This implementation supports synced CombinedVibrationEffect instances with prebaked effects only. This implementation adds some vibration checks from VibratorService to VibratorManager, and wires the implementation of VibratorController native service to IVibratorManager.
