Pause the watchdog for less time now that the storage operations are faster. Also pause the ActivityManager handler checker since both holding the lock and the handler thread are blocked. Bug: 223256297 Test: atest WatchdogTest Change-Id: I487d1822444f320e4efd730865113ca330d99341
