Access app op modes in UID state indirectly. So that we can later make app op mode for runtime permissions a function of permission state. Meanwhile fixed a bug in collectOps(). Bug: 136503238 Test: manual Change-Id: I14d5f0606e065dd38a87ecd3e69a097580190de6
