Remove pending actions when standby

[Description]
Remove action when standby
Prevent pending action from blocking sending <Standby> to device
1)  Remove NewDeviceAction + all ARC related actions
2)  Don't start NewDeviceAction & SystemAudioAutoInitiationAction
when power standby or transient to standby
