base: remove updatable flag from com.android.permission this is needed to add platform_apis: true to PermissionController to get acces there to FAKE_PACKAGE_SIGNATURE WHYYYYYYYYY google????? Change-Id: I30ad85bd4a386545d4628cbd8a684b7fdeb63037
