Privacy chip (2/many)

- Introduce StatusBarLocationPublisher to decouple the controlling of the
privacy dots and the status bar itself.
- Fix some code comments
- Fix RTL (mostly) for animations
- Animate the chip into the status bar left/right sides (based on rtl)
  so it always shows in the system area

Test: atest SystemUITests
