Clarify isUserVisible/isUserForeground perms The permissions for UserManager.isUserVisible() and isUserForeground() were not documented correctly, so they are updated here. Test: N/A (just documentation) Change-Id: I45b3ccca9672dd0ec47c54dd2e9137c05bbe7247
