Change popup menu header color to secondary color. This makes it a nicer 54% black (on light theme), in line with material spec and what UX recommends. It makes the header text more distinguishable from the menu items. Change-Id: Iea34b9b4b8724f508844526fa5b8c831aa5ab81e
