Resolve target SDK from Notification extras Retrieve the ApplicationInfo from the notification extras and fall back to the binder call to PackageManager if it is not present in the extras. Test: atest TargetSdkResolverTest Fixes: 194580881 Change-Id: I100cdcd01b9dc907f917e863fb01b27abf1f07ab
