[Lut API] Introduce LUT java interface. - Add OverlayProperties#getLutProperties - Add SurfaceControl#setLuts - Introduce LutProperties and DisplayLuts java class - DisplayLuts is a class that allows developers to provide customized Lut(s) for the SurfaceControl instance.
