Added GlobalSettingsToPropertiesMapper It allows mapping global system settings to system properties. The properties are dynamically updated when settings change. Test: manual + GlobalSettingsToPropertiesMapperTest Bug: 71516651 Change-Id: Ibddbb9caa192d3f78c9fb2e4c48e9346e4e5df71
